Interesting Quote. A former head-of-state was being interviewed, they were talking about the war and loss of life. It was in answer to a question about loss of life in the war so far. He ran down a list (and I'm just pulling these numbers from memory) of deaths directly related to the regime of Saddam Hussein... one million deaths in the Iran/Iraq war, 80,000 Kurds wiped out, 30,000 Shia's in an uprising stemming around the 1991 Gulf War, and the list went on... then he said:
"Dictators and despots are ALWAYS more dangerous to the lives of civilians than bombs are."
